HammerSense works closely with municipalities and public-sector clients to deliver complex building and infrastructure projects that benefit the communities they serve. From recreation centres and libraries, to park spaces and overpass bridges, we help ensure public assets are built efficiently, sustainably, and with long-term value in mind.

We are seeking a Project Manager – Civic & Community Infrastructure Projects (contract), to lead the planning and delivery of large-scale public projects. This role requires a seasoned professional with proven experience managing public construction projects from concept to completion. You will lead cross-functional teams, manage dynamic timelines and budgets, and ensure alignment with both client expectations and project objectives.

This position is embedded within the client's offices where transparency, public accountability, and collaboration across departments and third parties are essential.  Success in this role calls for more than technical expertise—it requires the ability to navigate the complexity of public-sector dynamics with professionalism and tact. Not only will your technical delivery skills be required, but also your ability to handle challenges with professionalism and tact.

Projects will typically require your full attention and availability throughout the workweek. While we recognize the effort involved in managing single or mid-sized residential builds, this role demands experience typically gained through working on ICI projects with large construction and engineering firms. Requirements

What You'll Be Responsible For

  • Project Leadership: Oversee civic infrastructure construction projects from start to finish, ensuring delivery on time, within budget, and to scope.

     

  • Risk, Schedule & Budget Management: Continuously monitor project timelines, financials, and risks, and adjust plans proactively as needed. 


  • Stakeholder Coordination: Liaise and coordinate closely with city staff, council input, design teams, consultants, and contractors to keep the project moving while balancing competing interests.  An important goal is to resolve issues and maintain progress throughout all phases.

     

  • Delivery Model Expertise:

    • For Design-Bid-Build (DBB) projects: Coordinate with subject matter experts across all stages to maintain design and execution integrity. 

    • For Lean Construction & Integrated Project Delivery (IPD Alliance) projects: Participate as a key member of the Big Room, representing the owner's interests in collaborative planning and decision-making.


  • Procurement & Contract Oversight: Support procurement processes and manage construction and multi-party contracts, including drafting, reviewing, and ensuring compliance. 


  • Documentation & Reporting: Prepare detailed reports, meeting minutes, and technical documentation; track milestones and flag issues early.


  • Field Coordination: Troubleshoot scheduling, procurement, and trade coordination issues as they arise during execution. 


  • Communication: Engage with project teams onsite, remotely, and digitally, to support alignment and transparency.  Support public-facing communications or engagement efforts during key phases, working with city staff or communications teams as needed.  Maintain a consistent communications plan and cadence throughout projects.


  • Sustainability & Best Practices: Bring forward expertise in construction technology and sustainable methods to enhance project outcomes. 


  • Client Advocacy: Act as a trusted delivery partner, helping client teams navigate construction complexities and deliver quality public infrastructure.



Who Would Be Ideal for this Role

We’re looking for someone who combines practical delivery experience with strategic insight—someone who understands what it takes to lead complex civic infrastructure projects through to completion. The ideal candidate brings:


  • Past experience managing ICI (Industrial, Commercial, Institutional) construction projects, ideally with a civic or public-sector organization.

  • The ability to navigate ambiguity, take initiative, and resolve issues proactively.

  • A calm, professional presence under pressure, with the ability to lead through competing demands.

  • Experience working in digital environments and in-person—comfortable facilitating workshops, coordinating teams, and engaging personnel on-site.

  • Familiarity with various construction delivery models, including Design-Bid-Build, Design-Build, Lean Construction, and Integrated Project Delivery (IPD Alliance).

  • A strong track record of coordinating multidisciplinary teams, contractors, and stakeholders to maintain project alignment.

  • Technical fluency in construction methods, municipal requirements for building codes and permitting.

  • Excellent documentation, organization, and time management habits to keep projects moving forward.

  • Clear, adaptive communication skills suited to both technical and non-technical audiences.



Nice to Have (Assets)

  • Background in architecture, engineering, construction management, or municipal consulting.

  • Exposure to Lean Construction, Integrated Project Delivery (IPD Alliance), or continuous improvement frameworks such as Kaizen, Lean Six Sigma, or Agile/Scrum.

  • Certifications such as PMP, LEED AP, or other recognized credentials in project or construction management.

  • A university degree in Civil Engineering (Structural), Architecture, Construction Management, or a related post-secondary education from a recognized institution.

  • Technical experience with AutoCAD, BIM, Rivet, Digital Twin technologies.



Contract Details & Conditions

  • Contract Length: Dependent on project assignment; typically, a minimum of 6 to 12 months, with the potential to renew based on performance and client requirements.

  • Location: You must be physically based in the metro Vancouver-area.

  • Work Model: On-site presence at client offices is required, with flexibility for remote meetings where appropriate. Travel to project sites is expected.

  • Reporting Relationship: This role reports directly to the project owner for day-to-day project delivery and performance.

  • Compensation: Hourly-rate: $75-$105/hour, commensurate with experience and project complexity, and subject to client project scope and public sector project funding. Contractor role; no benefits or allowances (e.g. travel, meals) unless client approved.
